Description

Extension: join the session under a peer id chosen by the caller.

Chain into QarOnboardInit.header.next, next to the mode extension. For a process whose peer id was planned by someone else - the runtime launcher assigns one to every process it starts and reports it to the rest of the session - so the process must appear under that id. Absent, onboarding mints a fresh id. The id is persisted with the slot, so a later rejoin keeps it.
