OnboardLocalApp class

Onboarding mode: join the QAROS hub installed on this PC as a local source app, with no code. Select with OnboardOptions.UseLocalApp. The hub asks the user once; later starts join silently while the app still matches. Stateless: the returned onboarding id is the zero id, so rejoin and forget do not apply. Not combinable with a host or peer id extension. Windows only.
